The passage from Joel that Peter quotes, in Acts 2, is based on the activity of the Spirit that now characterizes both the church and the new covenant that Jesus talked about. The Spirit coming is the promise of the Father (Jn 14). A look at the book of Joel gives us a perspective on the fire and flames that show up in accompaniment with the Spirit of God’s appearance.
