Come to Me is the introduction, from Jesus, into this text. The come to Me brings the context of His "woe to you" declarations to those who have rejected Him so far. First, there is a judgment coming for all of us. Secondly, all those who come to Jesus can experience eternal life today. If you are weary and burdened you can come to Jesus. This message even extended to the legalistic Jews of the time period.
